The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) is preparing 138 new regulations and guidelines aimed at strengthening competition and addressing monopolistic practices in Nigeria’s oil and gas industry.

The proposed rules are part of efforts by the regulator to improve market efficiency, promote fair competition and prevent practices that could give individual companies excessive control over parts of the petroleum market.

The initiative is expected to affect different areas of the midstream and downstream petroleum sectors, with the regulations designed to provide clearer operating standards for businesses and other industry stakeholders.

The NMDPRA’s planned regulatory framework comes amid continued efforts to reshape Nigeria’s petroleum industry following the implementation of the Petroleum Industry Act.

The authority is responsible for regulating the midstream and downstream sectors, including activities relating to natural gas, petroleum processing, transportation, storage and distribution.

According to the report, the proposed regulations are intended to address gaps in the existing regulatory framework and create a more competitive environment for operators.

The regulator is also expected to use the new rules to strengthen oversight and discourage practices that could limit market access for other participants.

For consumers, increased competition could potentially have implications for the availability and pricing of petroleum products, although the actual impact will depend on how the proposed regulations are implemented.

The NMDPRA’s plan comes as Nigeria continues to attract new investments into the petroleum sector, particularly following reforms introduced under the Petroleum Industry Act.

The authority is expected to engage relevant stakeholders as it works towards finalising the proposed regulations and guidelines.

Once completed, the new framework will form part of the rules governing the operation of businesses across Nigeria’s midstream and downstream petroleum industry.
