No Australian Passport Yet? Citizens of These Countries Have Another Route Into the Military

The Australian government has opened a special recruitment pathway allowing eligible foreign nationals to join its armed forces without first becoming Australian citizens, creating new opportunities for qualified applicants from selected countries.

The policy is part of efforts to strengthen the Australian Defence Force (ADF) by widening its recruitment pool and attracting more skilled personnel.

The countries covered by the established recruitment arrangement include New Zealand, the United Kingdom, the United States and Canada. Australia’s current official eligibility guidance also lists Papua New Guinea, although its recruitment arrangements are being developed separately.

Who Can Apply?

Although the opportunity allows eligible non-citizens to enlist, applicants must satisfy strict requirements before they can be considered.

Under the established pathway, applicants must:

  • Be citizens of an eligible country.
  • Hold the required Australian permanent residency status or qualifying visa.
  • Have lived in Australia for at least 12 months immediately before applying.
  • Meet the military’s medical, physical, educational and security requirements.
  • Not have served in a foreign military during the two years preceding their application.

Meeting these conditions does not guarantee enlistment, as candidates must also pass the relevant recruitment assessments.

Why Australia Is Opening Its Doors

The recruitment expansion is intended to help address personnel shortages and strengthen the country’s defence capabilities.

By allowing eligible permanent residents from selected countries to apply, the Australian government hopes to attract qualified people who already live in Australia and are prepared to serve.

The policy was introduced in stages, with eligible New Zealanders gaining access from July 2024, followed by qualifying permanent residents from the UK, US and Canada in January 2025.

Does Joining Automatically Grant Citizenship?

No. Applicants do not automatically become Australian citizens simply by joining the military.

Eligible recruits must follow the applicable citizenship requirements and procedures. Under the established arrangement, permanent residents who enlist are required to apply for Australian citizenship once eligible, following 90 days of Defence service.

The recruitment opportunity is therefore not a general route for anyone overseas to enter Australia. Applicants must meet the nationality, residency and service requirements before they can qualify.
