FEC Approves New National Framework to Tackle Poverty, Support Vulnerable Nigerians

The Federal Executive Council (FEC) has approved a new national framework designed to strengthen poverty reduction efforts by bringing humanitarian assistance, social protection and development programmes under a coordinated system.

The initiative, known as the One Humanitarian One Poverty Response System (OHOPRS), is intended to improve how government agencies, development partners and humanitarian organisations identify and support vulnerable Nigerians.

The Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro, presented the proposal to the council, which approved it on Wednesday.

In a statement issued on Thursday, October 29, 2026, the ministry described the framework as a key component of President Bola Tinubu’s Renewed Hope Agenda, which aims to lift millions of Nigerians out of poverty.

FG Targets Gaps in Existing Programmes

According to the ministry, many poverty alleviation and humanitarian programmes have operated independently, resulting in duplicated interventions, gaps in coverage and difficulties in coordinating assistance.

The new framework is designed to address these challenges by placing vulnerable households at the centre of programme planning, service delivery and impact assessment.

Under the arrangement, families displaced by conflict and other emergencies would continue to receive immediate support, including food, shelter and healthcare, while also being connected to education, skills acquisition, social protection and livelihood opportunities.

The government hopes the integrated approach will help beneficiaries progress from emergency assistance towards recovery, resilience and long-term economic independence.

Doro Explains the New Approach

Doro said the initiative would create a structured pathway through which vulnerable Nigerians could receive coordinated assistance rather than relying solely on short-term relief.

He explained that the effectiveness of the framework would be measured by its impact on people’s lives, rather than simply by the number of programmes implemented.

The minister also noted that the council’s approval had formally incorporated OHOPRS into the Federal Government’s policy framework.

How the Initiative Will Work

The system is expected to improve the identification of vulnerable households, coordination of government interventions and monitoring of beneficiaries’ progress.

It will also link humanitarian relief with longer-term support, including vocational training, education and income-generating opportunities.

The framework was developed with technical contributions from development partners and other stakeholders during a workshop at the United Nations House in Abuja in March 2026. It was subsequently unveiled on August 26, 2026, by First Lady Oluremi Tinubu and Doro at the State House in Abuja.

Following the FEC approval, the ministry said it would collaborate with government institutions, state and local authorities, development partners and other stakeholders to implement the initiative.

Implementation Will Determine Impact

The approval marks another step in the Federal Government’s efforts to improve coordination across poverty reduction and humanitarian programmes.

However, the initiative’s success will depend on effective implementation, transparent management of resources, accurate identification of beneficiaries and the ability to ensure that assistance reaches people who need it.

The government is expected to work with relevant institutions and partners to establish the necessary structures for delivering the framework nationwide.
